Im lv 59 and i should be able to get lv 3 spinner but i cant learn it or use it. I can learn and use every other skill but i cant do either with spinner, i've held back left stick and rb but it just does normal attacks

Im not sure why but its not letting me learn or use the spinner skill, im lv 59 and i should be able to get it to lv 3 but it doesnt even show up on the learnable skills when i can learn all the other ones. I've held left stick and rb a hunred times
